Twenty-Eighth Amendment

All bills presented in the US Congress will be opened with a Preamble:“.”

All bills and their subsequent laws will affect this Congress as fully as they affect all citizens of the United States of America.Neither the Congress nor the President may issue exemptions to any individual or group from the Law.

The US Congress cannot do anything until they pass a budget.They may not leave the Federal District of Washington D.C. until the budget is passed.The Annual Federal Budget cannot increase by more than Three Percent (3%), with the exception of a formal declaration of war from this Congress, then must return to pre-war spending levels once the conflict is over.

All bills, with exception of the Budget, can only contain one (1) issue.All bills and their subsequent laws, to include the federal budget, cannot exceed Five-Hundred (500) pages with regular paper, font, and margins.There shall be no earmarks, or “riders”, no Federal money being allocated to specific states or specific regional projects; monies shall be sent, if sent, to all states in equal numbers, and in the form of block grants; as to allow the states the power to decide the monies’ uses.All bills and departments must have Sunset Provisions: time-lines to be set within the bills and departments’ charters.The Sunset Provisions may not exceed Eighteen (18) years.

The US House of Representatives shall be limited to Five (5) Two-Year terms, for a total of Ten (10) maximum years of service.The US Senate shall be again appointed by the, legislatures within the states (repealing the Seventeenth Amendment); they shall also have the limit of Three (2) Six-year terms, for a total of Twelve (12) maximum years of service.If a member serves a combination of Representative and Senate, or visa versa, the limit shall be Eighteen (18) years.If individual chooses to serve in congress and other branch of government they are to be limited to Sixteen (16) years of service in the federal government.

Congress shall no longer have a Direct Benefit Retirement plan.They shall have a Direct Contribution plan (similar to 403b and 401k plans found in the private sector).They shall no longer be eligible for multiple retirements through congress; if one service in both House and Senate they may only have one (1) retirement ‘package’.

4/5 vote from the entire US Congress AND 2/3 vote from state legislatures, held in convention, shall override a Supreme Court Opinion.

Number of Representatives can never be a set number.One (1) Representative per 0.1% of population.The Representative count to be assessed every second Census starting 2030 (for the 2032 Election).Congressional Districts are to be created with boundaries matching Postal Zip Codes after every Census; “Gerrymandering” is to be eliminated.

Congressional Staff budget is limited to Five (5) supporting staff per Representative or Senator paid via congressional budget, additional staff paid for through Congress-members’ own salary.

Congressional Salary to be set at a maximum of twice the national median income.

The House cannot impeach without due process allowed to the accused; this shall include, at minimum, a Ten (10) week investigative period.Impeachment trials cannot take place after new Congress takes office and prior to presidential inauguration on January 20th.
Twenty-Ninth Amendment

To Qualify to hold the office of President, Vice President, Secretary of State and Defense of the United States:

There shall be a test given to presidential candidates to confirm their knowledge of the following.A “pass” is to be determined by Eighty-percent (80%) or higher.

The Declaration of Independence, and John Locke’s Principles.
-
US Constitution, and Charles-Louis de Montesquieu’s Principles.
-
The Founding Fathers’ Debates, to include, but not limited to, the Constitutional Convention, Federalist Papers, Anti-Federalist Papers.
-
The world map, and world history.
-
Economics and Finance.
-

Must meet one or all of the following:
-
Have a minimum Three (3) years experience running own for-profit company,
-
Or Fifteen (15) years working in for-profit business environment in a professional capacity,
-
Or Eighteen (18), or more years as enlisted personnel or Ten (10), or more years as an officer in the US Military.

Both Parents must be US Citizens.Birth Certificates provided prior to commencement of campaign.
-

Presidential terms are set to one (1) seven-year (7) term.Vice Presidents are ineligible to run for Civil Office immediately following their term as Vice President, this is also to be applicable to all Cabinet Members.

Executive Orders outside the function of Commander in Chief of the US Armed Forces are strictly forbidden.

Persons from the immediate family of a president cannot serve as president, vice president, or any in the presidential line of succession; in future.

Impeachment of President, Vice President and any Civil Officers may be initiated with a majority in the State Legislatures, Twenty-six (26) may initiate, therefore forcing the House to conduct an Impeachment.The power to Impeach remains in the House of Representatives and Impeachment Trial remains the sole power of the Senate.

Declaration of Martial Law is forbidden.State and Local Governments are allowed this function in times of local emergencies, no federal money allotted when Municipal Authorities have declared Martial Law.
Thirtieth Amendment

The Sixteenth Amendment shall be repealed on January 3, 2023.
-
The Federal Government shall have revenue derived from a flat income tax of 12.50%.The flat income tax shall not have deductions, reductions, or any other alterations, changes, modifications, adjustments, revisions, et cetera, to cater to or restrict the representation of the individual taxpayer.
-
Corporations, being legal entities, will also pay a flat income tax of 12.50% on “Gross Profit” (Line-item after “Cost of Revenue” on Income Statement).

The Internal Revenue Service is to be closed.The collection and allocation of taxes shall be the sole responsibility of the US Congress, not to be deferred to the Executive Branch.

This rate is to never change unless through the Amendment Process set forth in the US Constitution, Article V.
-
Other revenue may be derived from Import taxes and duties, subject to law.No other tax shall be authorized for use by the federal government.
-
No taxes on investment products, profits or gains; nor deductions, or credits, for any losses through investments.
-
No Inheritance taxes.
-
Individual States are welcome to tax as they wish.

Thirty-First Amendment
-
This amendment is to take effect on November 7, 2023.
-
The count for the Supreme Court Justices will be Fourteen (14), with Thirteen (13) as voting, or offering opinions, in any given two-year period.

Eight (8) Justices and the One (1) Chief Justice will remain appointees of the President with confirmation from Two-Thirds (2/3’s) of the total Senate.They are to have life-time employment, subject to good conduct, and continued support of the US Constitution.

Five (5) Justices will be elected by the people through popular vote.

These Justices will serve a ten-year term with one (1) Justice up for re-election every-other odd year (e.g. 2023, 2025) with the term commencing on the third day of January.The one Justice that is up for re-election is to be automatically recused from voting/opining.They may participate in all hearings, presentations, and debates, but may not issue opinions, concurring or dissenting, during the two years they are up for election.

There is to be a term limit of Two (2) terms, for a total of Twenty (20) years they are allowed to serve.

They must have obtained the age of Thirty (30), nor be older than Seventy (70) upon their taking office.

They must have ten (10) years’ experience as a licensed attorney or judge of a court or record.

Thirty-Second Amendment
-
Elections to be held First Tuesday after the First Monday in November.
-
Election Day to be a National Holiday, all non-essential businesses and government offices to be closed.

Polls Open from Midnight to Midnight.

Government Issued ID necessary to enter polling stations.Only ‘government’ ID not allowed is college, university, academy, IDs.
-
One may vote at any polling station within their county of residence.
-
Early Voting to cease.
-
Absentee ballots allowed.Ballot must be requested 120 - 90 days prior to election, state/county/voting authority has 30 days return ballot to individual making request.
-
Electronic election machines are to be forbidden.Counting to not cease until all ballots are counted, ballot observers must come from the top four (4) national political parties.
